consolidate the four Metro District boards into one. We are currently
working on redesigning this section to reflect the change.

Vicky Starkey, Chair

Vicky moved to Highlands Ranch in 1983 and has a
long history of local community leadership and involvement. She was
appointed to the Metro Districts Board in 2006. Vicky has served
as President of the HRCA Board of Directors, as a member of the Douglas County
School Board from 1994 through 2004, as a member of the Douglas County School
Facilities Trust Fund Foundation Board for seven years, and on the DARE Board of
Directors. She is employed as facilities manager for Douglas County
government, and is currently enrolled at the University of Colorado Denver in
the Masters of Public Administration program. She views her key
contribution as a board member as bringing an historical perspective of
Highlands Ranch in which to make informed decisions for the future. Vicky
enjoys hiking, skiing, riding ATVs, playing racquetball and snowshoeing.
She loves Colorado and the outdoors. Voclu and her husband Rick have two
daughters, Jenny and Dana, who are students at the University of Denver and
Colorado State University, and a son, Mike, who is a senior at Mountain Vista
High School.
Randy Akers

Randy moved to Highlands Ranch in 2001 and was elected during the May
2006 election. He is employed by the U.S. Department of Housing and Urban
Development, where he currently serves as the Administrator for the Northern
Plains Office of Native American Programs. Randy is a member of the
Colorado Indian Bar Association, a professional association dedicated to the
development of American Indian law. He has been an active member of the
Oklahoma Bar Association since 1979 and is an enrolled member of the Comanche
Nation. As a Director, Randy brings to the board his expertise in working
with communities and all levels of government, both as a government attorney and
program administrator. He enjoys music, painting, martial arts and yoga.
Randy and his wife, Sue, have two teenage children.
Gary

Gary was one of the first homeowners in Highlands
Ranch when he and his family moved here in October 1981. In fact, his daughter,
Jennifer, was the first baby born in Highlands Ranch. He joined the Metro
Districts' board in 2000. He is employed by Colorado Business Bank as
Vice President Commercial Loans.
When he's not working, Gary enjoys tennis and golf. As a Metro Districts director, Gary's
main purpose in joining the board was to coordinate cooperation between the
different government bodies, especially the Metro Districts and HRCA. Gary
adds, "This cooperation helps in the efficiency of running the Ranch and
benefits homeowners. I believe I have been successful in this, but I am
still always mindful of ways to improve these relations. I have acted as
Treasurer of Metro District Board No. 1 and helped with financial decisions.
I have a strong accounting and business background, which helps in making
important decisions, especially in accounting matters for the Districts.
My goal as a board member is to most efficiently use our resources to provide a
quality life and a desirable environment for homeowners and their families." Gary has been involved in a number of community activities
since 1982 and is currently active in the Highlands Ranch Rotary Club, the HRCA Recreation Advisory Committee,
the Highlands Ranch 25th Anniversary Committee, and is
a past HRCA board member and delegate. He and his wife, Caryl, have two
children: David and Jennifer.
Christopher
Thomas

Chris and his family moved to Highlands Ranch in
2003. He was elected to the board in 2004. As an attorney with
Holland Hart LLP in the firm's Denver office, Chris has supervised and
participated in a variety of pro bono activities. Through this work, he
has helped to ensure that indigent people receive appropriate legal
representation. He is also active in his church. Chris enjoys all
sports activities, particularly snow skiing with his wife and children.
Jim Worley

Jim moved to Highlands Ranch in 1985. He was
first elected to the board in 1999, where he served until 2001. Jim is
currently employed by Village Water Management, LLC where he manages Colorado
Special Districts. He also serves on the Douglas County Enhanced 911 Board
and the Douglas County Land Conservancy Board. "I believe that my
background, skills and professional experience will bring a somewhat unique
perspective to the District Board. For the past 19+ years I've been
managing Colorado Special Districts. I started by serving as the general
manager of the Highlands Ranch Metropolitan Districts from 1986 to 1995."
In addition to spending time with his family, Jim enjoys playing golf and
traveling. He and his wife, Melanie, have two children: Brittany and
Blake.
