In May 2006, Highlands Ranch residents voted to consolidate the four Metro District boards into one.  We are currently working on redesigning this section to reflect the change.

Ryan moved to Highlands Ranch in 2003 and joined the board after the 2004 election.  He is a Deputy District Attorney in Jefferson County.  Ryan outlines these contributions he plans to make as a board member:  1. To improve communications between the Metro District and the residents of Highlands Ranch; 2. To ensure that the Metro District is responsible with tax dollars; 3. To continue to improve the small-town sense of community that makes Highlands Ranch unique in the metro area.  He and his wife, Amy, have one child.

Allen rejoined the board after being elected during the May 2006 election.  He moved to Highlands Ranch in 1998 and began serving on Metro District Board No. 3 in 2000 before moving to District No. 4 last year. A 2003 graduate of Leadership Douglas County, Allen is a Managing Broker for Preferred Professionals Real Estate, Inc.  Regarding his key contributions as a board member, he states, "It is important that we maintain the strong community environment that has been fostered in Highlands Ranch, and that we address the upcoming issues that come with us being a finished community in the near future.  Highway and transportation issues will continue to be in the forefront of community challenges, as well as finding ways to keep the older parts of our community fresh and functioning well."  Allen has four children and he is the proud PaPa of eight grandchildren.  He enjoys photography, gardening and reading.

David moved to Highlands Ranch in 1999 and was elected to the board in 2004.  He also serves as an HRCA District Delegate.  David is also active in his church as a member of the finance committee, missions committee and performs sound system operation.  He is the Director of Marketing for ProMed Networks.  David says that, if warranted, he looks forward to contributing to the smooth integration of the five Metro Districts into a unified Metro District.  He will also seek additional methods to spark residents' interest in the Metro Districts.  In his spare time, David has interests in project management, koi ponds, reading, electronic repair and computers.


Roy R. Mapp

Roy moved to Highlands Ranch in 1997 and was elected to the board in May 2006.  He was also recently elected to the Board of Elders at Calvary Temple and is a member of Gideons International.  An Inventory Control Planner for Hewlett-Packard, Roy loves sports and is involved in a variety of sports-related activities.  He coaches youth sports teams and has been the Athletic Director at two Christian high schools and a Christian elementary/middle school.  He also enjoys attending and participating in a bible study group.  Regarding his key contributions as a board member, Roy says, "My key contributions will be to always look outside the box for solutions to issues that arise, and to discover ways to implement those ideas for the benefit of the District.  I will listen to all issues or concerns that arise with an open mind and work with everyone involved to determine the best course of action."

Barrett has lived in Highlands Ranch since 1997 and she joined the Metro District Board in 2003. Also a board member of the Highlands Ranch Historical Society, she enjoys volunteering at a number of events around the community and has a background in interior design. Barrett says she would like to be an active board member by helping to keep Highlands Ranch a wonderful community to live, work and play in. Barrett is owner of Eagle Waste Services and is married to Tom.  They have three children:  Jared, Nick and Katie.
