The Highlands Ranch Metro District has been selected as the recipient of the 2025 J. Evan Goulding District of the Year Award. Presented annually during the Special District Association of Colorado Annual Conference in Keystone, Colorado, this award honors the district’s visionary planning, exceptional service, and exemplary commitment to community engagement.
Recognized as the outstanding district among the SDA’s 2,700 member districts, the Metro District serves more than 103,000 residents across 22,000 acres.
Founded in 1981, the district has prioritized sustainable growth, diligent infrastructure development, and comprehensive municipal services since its inception. Under the stewardship of a seven-member elected board and the expertise of General Manager Stephanie Stanley, the Metro District delivers a wide array of community essentials.
"On behalf of the Metro District Board of Directors, we're thrilled to receive the SDA's J. Evan Goulding District of the Year Award," said Metro District Board Chair Renee Anderson. "This recognition showcases the Metro District's investment of resources, talents and treasures over four decades to make Highlands Ranch such an outstanding community."
Over the last four decades, services have included street and infrastructure construction, landscape and corridor management, and ownership of a vast network of parks, trails, open spaces, and stormwater facilities. Contracted water and wastewater services with Highlands Ranch Water, along with diverse youth and adult recreation programs and activities, the Highlands Ranch Mansion and the Highlands Ranch Senior Center, further serve all segments of the population.

"Our community continues to be a shining example of responsible planning, thoughtful maintenance and dedicated stewardship."
